The reason that this occurs is that 2 cutscene timers cannot be active at the same time. When the timer for the cutscene to unlock Louie is supposed to start, I still have a timer that I activated on a different file. Since the only way to trigger the timer for the cutscene to unlock Louie is by killing a bulborb, I am completely stuck, as no more bulborbs can be killed. Even if I could get past the paper bag, I wouldn't be able to grow 20 Pikmin required for Courage Reactor, as Louie must trigger the cutscene at the Onion for 1 sprout to appear. However, if I could access Emergence Cave, I could actually no longer be softlocked. First, killing a dwarf bulborb would allow for me to switch to Louie once I leave (any dwarf bulborb seems to activate the cutscene according to the Discord). However, I cannot use purple candypop buds until this occurs, so I would have to enter Emergence Cave again to obtain purples. Anyway, it seems unlikely that this could occur at present.

Note: in case you're wondering, this glitch does NOT occur because a cutscene interrupted the timer for the cutscene that unlocks Louie. The reason for this is that you can actually activate the cutscene from the Courage Reactor by precisely throwing a Pikmin at it during the bulborb's death on the Wii version. The cutscene will still play a set amount of time after. In fact, this experiment is the reason that I theorized how Cutscene Timer Storage worked in the first place.

Additionally, I just realized after making this video that the cutscene that I mentioned at the end of the video can most certainly be skipped on the Gamecube version by using a day 1 extinction (and some extra glitches for plucking the first Pikmin), but it's currently not possible on Wii.
