That purple hair wolf guy is the person who adopted her but then didn’t want her so two weeks before he kicked her out, he abused her really badly.
Her ‘step’ mom did indeed love her though and one of the lines Oka said to her was

“Flowers make me feel safe! They’ll protect me, right mommy?"

(What happened to her real parents is unknown)
