Photoshop - How to convert a selection to a shape and make a dotted or dashed stroke - Doc'sWorld

Text instructions
make a selection, then in paths panel, make path from selection,
layer new layer, layer new fill color
delete original path and your done
you can now edit the new shapes features by selecting white selection tool, then simply editing the features area.
