Pheonix and Kujata (and Kujata again) is the second shrine battle on Gilgamesh Island. Unfortunately, you have to kill Kujata, then Phoenix, then Kujata again, in order to succeed. Be sure to equip Fire + Elemental onto your armor to help mitigate some of Phoenix's attacks, as most of them are fire based.

To access GIlgamesh Island, you first need to complete all of the Phenomenon Intel quests throughout the world. To access these fights, you'll need to complete all the Divine Intel quests throughout the world in order to level the summons up.
