Who are "The Touched"?

The Touched are gifted people. Citizens of London who seem to have gained abilities after a mysterious vessel flew over London in the late 1890s.
People found they had powers, and the people without these gifts hate those with. They see them as freaks and monsters.

The tower team was set up by Clarence to help look after some of these gifted people

The Team are sent by the Inspector to help with a fire in an opuim den.
But after breathing in fumes all their powers start to take a strange turn
