Anyways these events happen due to maxing out the new Goro confidant link as well as Maruki's confidant link.
In Maruki's confidant link he uses Joker to study the cognitive world because apparently Maruki knew he was a phantom thief, that's about the gist of it.
I have no idea about Goro's, I can only imagine what happened between them.
