According to Department of Interior Park Rangers instructions, you need a First Amendment Permit to visit the World War II and Vietnam Memorial in Washington DC. Problem is the Department of Interior's Web Site is virtually shut down cause of the government shut down. But in a massive show of civil disobedience, people, step through the barrier and pay their respects anyway!
