MANILA — Peter Joemel “Bikoy” Advincula, the person claiming to be the hooded figure in viral videos linking former President Rodrigo Duterte and his family to the illegal drug trade and that he later said was part of a conspiracy by the political opposition, filed his certificate of candidacy (COC) for senator on Tuesday.

Advincula said he would advocate for a better "corrections" system in the Philippines that is geared towards rehabilitation of offenders instead of a punitive approach.
