This reminds me of Sakura's theme from Street Fighter Alpha 2, and while this theme would be fitting for a diva, one of the big guys use it, specifically, a Jumbo Tsuruta pastiche.
Update: I recently found out this song is actually inspired by Jumbo Tsuruta's theme song, which explains why his pastiche uses it.
