I am unsure if this is actually possible or not, with the 2 strategies we tried it was definitly impossible, maybe somebody else or some of us are able to find a strategy to get this Challenge done. If not, then I have to give up on this.

FSS MAX = Full Speed Swarm with MAX Settings make the cops more aggressive, game gets around 2 or 3 times harder.
One thing that really pissed me off is that converts get kinda stuck in the fire apartment in the top floor, replace joker mod would have been a good idea to have, but I did this regardless so I dont care anymore.
