this is a bit hard to get the first time, but this saves you from having to deal with the 8th gym leader entirely!
EDIT: there is an even earlier method now. the moment you get surf, you can get to shaymin. this method is redundant, unless you wish to play it safe, or if you want to escape out of bounds in other areas from here, I do not recommend that you use this method
