Koopook is challenging you to find him at Hooktail Castle.

This sneaky turtle is hiding on the second floor, in the room with the large green block. Ascend the room and then you'll spot him on the small ledge to the left.

Koops will come out to talk to him if he's not out.

The Special Card can be used at Pianta Parlor to unlock the Plane Mode game, and playing that unlocks more prizes to get at the counter.
