This is my go to paper mache clay recipe specifically with newspaper pulp.

1 cup squeezed paper pulp
1 cup PVA or white glue
mix then add these optional ingredients
Cornflour/cornstarch (approx half a cup)
1 Tablespoon salt
1 Tablespoon joint compound/modelling paste
Adding all 5 gives the most sculptable clay.
