This character's name is Chichi and his story is relatively short. As shown in the animation, Chichi was not always a human-like character. Chichi was actually a dog before his transformation. Chichi had an owner who was very cruel and beat him up for fun. One time the owner even put an electric shock collar on Chichi and when Chichi tried to fight back, the owner put a muzzle on him. So, the owner (like many other people) had bought a product from Malum. That machine was able to turn animals into humans and vice versa. Well Chichi was left home alone one day and tried to use it. Well midway through the process, the owner came home and shot the device, making Chichi a sentient dog person. Through the process, Chichi's magical powers were activated and he could run away. So he did. After a few weeks of living on the street, Frost and Sumi found him and took him home with them. (By this time Sumi and Osagami were part of the squad). Also, everyone in this universe has magical powers but some event, emotion or something else will cause it to get triggered. Since Chichi was a dog, he was unable to communicate. Frost tried teaching him sign language but instead found out he could use his magic to talk. Whatever he wanted to say, it would appear in neon letters in the air near him. Which is pretty dang useful.
