Generally it's possible to HIO with 260y drive, but you'll either need a perfect tail wind of 7-9 for Toma, or playing gacha with high spin and no BS hold. If you think you're not going to make it, just go for Eagle instead.

For Eagle:

Shot 1: 5I or 6I full BS. Aim directly at the left most house. Don't use too low power or you'll land right next to the pond and get stuck with 2W.
Shot 2:
- Slope adjustment = 5-6pb if very tilted / 1pb if looking near even. This area has very consistent slope.
- Add 2y to power for face wind / 3.5y for tail wind.

For HIO:
