[Until the unlocking guide gets uploaded -which should be tonight- i'll do a quick written guide and will update this with the link later tonight... You unlock Jungle Plateau in the Dingy Jungle. You progress normally until you come across a short event where you need to fight monsters and then open a gate. Right after you open the gate you'll run into a bridge that you'll want to cross and then over the top of some trees. Once past the bridge and the tree tops youll come across an area with a secret level door. Go in! Once in youll need to click several buttons on the ground then head to the bottom right side of the area where youll find a scroll ready to be clicked. Click and you've unlocked the new secret level!]
