Casually found it when replacing a track in Circuit Mode with the Awards Ceremony.

This seems to be the way the developers recorded those cool parts of the game intro where the camera shows the race levels in different angles and positions.

Apparently, to enable the developers' free camera mode, the number of active players must be 0.

Controls:
- Accelerate: Nothing
- Reverse (Hold): Slows down
- Turn Right: Move to the right
- Turn Left: Move to the left
- Hop/Power Slide: Nothing
- Deploy Weapon (Keyboard) / Left Joystick up or D-Pad up (Controller): Moves forward
- Drop Weapon (Keyboard) / Left Joystick down or D-Pad down (Controller): Moves backwards
- Guardian (Hold): Speeds up
- Pac-Mobile: Nothing
- Pause: Pause the game

Controller only (Xbox/Playstation/Nintendo):
- (LT] / (L2] / (ZL] : Rotates clockwise
- [RT) / [R2) / [ZR) : Rotates counter-clockwise
