I didn't know this was possible, but apparently there is a glitch where you have all 3 passengers and the ambulance is full. When you try to pick up another passenger, the passenger tries to jump on and this glitch happens. This glitch ruined my Ambulance mission run (Level 8 here).
However, this glitch did not ruin my run entirely here (I'll show you that later today).
