Is it a solid? Yes. Is it a liquid? Yes. Actually, it's both --- at the same time!! It turns out that Oobleck is a non-Newtonian fluid, meaning it acts as both a liquid and a solid. Watch the video to see how it works. The OoBleck kits will be under $10 be available in colors and ship with a blacklight. But the kit was not on the company website as of 2/19/19, it's not going to be available till Summer 2019.
Now it turns out the recipe to make Oobleck is not a secret and there are lots of recipes online. If you search Oobleck on YouTube you'll find a video where folks walk on, or sink into Oobleck if they stop walking. (I don't want to post the link w/o permission.)
And there are lots of recipes for Oobleck online - it seems it's really simple to make although I haven't tried myself.
