Disinformation can also take the form of “deep fakes”. In 2021, the European Commission put forward a proposal for a regulation laying down harmonised rules for Artificial Intelligence, which amongst others proposes to introduce transparency obligations for users of AI systems generating deep fakes.
Thierry Breton, European Commissioner for Internal Market, reiterated in 2022 that ‘no other legislative initiatives to regulate the use of deepfake technologies beyond the scope of the legislative framework on AI’.
Recently, the situation in Ukraine once again showcased the importance of tackling disinformation and the urgency for the EU to combine policy with future-proof tools.
