My best time in Casinopolis on the game, Sonic Adventure DX. This was the easiest way on the PC version.
Edit(Gpro): You can Spin Dash Jump up to the top in the PC version, although it is more difficult, than the GC version, since the invisible barriers were placed. Just stick to this route, as it's much easier.
