This track plays and unlocks in The Warrens.
The Warrens is a sewer located beneath Port Piscarilius, accessed by climbing down the manhole located in the centre of the port. It is visited during The Queen of Thieves quest.

Port Piscarilius is one of the five cities in the Kingdom of Great Kourend which lies in the eastern part of the kingdom.
Great Kourend is the eastern portion of Zeah. Zeah, the big island west
of the main land, is accessible by talking to Veos that is located in
front of the Rusty Anchor inn in Port Sarim.
After that, various teleporting methods can be unlocked on Zeah that can
be used to visit Zeah instead of traveling with Veos from Port Sarim to
the island.
