Breaking Balogar before he takes his first actions makes him never lock off his weaknesses. Rather unfortunate, as he only goes up to 9 shields while being vulnerable to both daggers and bows, of which one is normally locked off until he hits yellow (50%) HP and uses Runestorm.
Unlike Dreisang, Balogar doesn't shift his weaknesses every turn, and he only spends two break recoveries boosting his shields. He takes so much damage during each break though that his third break recovery has a naction taken by Runestorm, meaning he was only able to attack once every time he recovered from break, just like Dreisang.
