NOTE: If all players bid 0 Kobans during a turn, no one gets boats during the Bid for Boat phase. As such, the Amulet token remains with the current holder, since there was no highest bidder. Then, all players split the pool of Koban in the Wharf equally and proceed to the next round, since no one has boats to place this turn.
