Not like Windows 2000 or above AD, NT 4.0 domain only has one Primary Domain Controller (PDC). Once it is broken, one of existing backup domain controller (BDC) must be promoted to primary domain controller MANUALLY, or certain domain-wide services will not work.
This video show you how to do the promotion.
