North Korean Central Television Test Card Music.
This video was a special request documenting the chain of events and their signal formats.
KCTV signs on at 9.00 AM Local Pyongyang time.

The color bars with "Pyongyang, D P R of Korea" is believed to be inserted at the Satellite Uplink Teleport. This is a fail-over test card when signal from Pyongyang is lost. An interesting observation is that this test card is NTSC and the D P R K uses PAL. When the signal goes live from Pyongyang, just before 8.30 AM local time, the signal format switches to PAL. At 8.59 the "Kim II Sung Chime" plays 4 times. This is the same Kim II Sung Chime from their Shortwave broadcasts monitored on 11680 kHz.
