I was tipped off that the last set of NS heritage units would be released from the Progress Rail plant in Muncie, Indiana on this day. As it turns out the information was correct, and I was able to get it at New Castle, Indiana, south of Muncie. The reason they were ferried on their own is they were due at the Heritage Unit gathering in Spencer, North Carolina in a week's time (which I did not attend for reasons I don't remember).
