People have misunderstood this recommendation for an outright ban. The fact remains that while C is a powerful language that is excellent for systems programming, it is not suited to all tasks, and C forcing the programmer to do memory management is a signficant source of software vulnerabilities. It doesn't stop you from using C, but it might affect government projects.
Also is anyone really surprised the government promotes Ada? I think it's cool they named a language after Lord Byron's daughter, who is considered to be the first computer programmer, but I think naming the language Hopper might have been more appropriate, since she was in the US military.
