This is a Quantel Paintbox Workstation; one of the most advanced TV graphics machines of the 80s and 90s; and the one I saw in Cambridge originally cost over $250,000. Before modern software existed, these systems created chrome logos; spinning cubes; transitions; and almost every iconic TV graphic from the era. Adjusted for inflation, some of them would cost well over $1 million today.
