PG&E stock closed down more than 7% after California lawmakers opposed a plan from Gov. Gavin Newsom involving the legal process that allows insurance companies to recover financial losses from utilities found responsible for starting a fire. PG&E shares fell nearly $2, while Edison International and San Diego Gas & Electric also finished lower.
