This S time requirement is a minute or less. As you can see, that's extremely tight. You're kind of at the mercy of the wind, which is on a global timer. Optimal play could probably get to the final wind segment one cycle earlier (~4 seconds). However, one of the other routes through the stage might be faster.
The hidden lower route of this stage is my favorite part of the game. You get to swing Hook-chan around like crazy, and it flies by extremely smoothly if you optimize it correctly. It's incredibly satisfying to play well.
