"The Patriotic Song" (Russian: Патриотическая песня) was the national anthem of Russia from 1991 to 2000. It was then replaced by the soviet time anthem with new lyrics.
After a possible and desirable re-democratization of Russia, this would perhaps be expressed by a new flag and a new anthem. The Patriotic Song may be burdened by the chaotic Yeltsin era, but with new forward-thinking lyrics, this anthem would be fitting for a country of its importance.
Tsar Peter the Great is said to have arranged the Russian flag as a horizontal tricolor in memory of his stay in the Netherlands. For the new Russia, the pan-slavic colors could be placed vertically like the French flag. The simplified version of the Russian double-headed eagle was used in history from the first Russian republic in 1917 and could serve as the new Russian emblem.
