I can't believe I missed this one 🤡
This is clearly New Bark Town as composed by Masuda, prior to Ichinose re-arranging it. It was converted from MIDI format on 1999-03-01 and would probably have been used for the town called Shizuoka then.
It is file mons2/SOURCE/ROMIMAGE/M_TOWN17.DAT and many copies. The final song is called M_WAKABA.DAT, so it was probably specifically arranged for Wakaba Town, or New Bark Town in English.

I cant believe how fun this was! I even used the third channel for bass where I felt it worked.
A bit more complex than Pallet Town. I had problems fitting some triplets in, cant change notelength at will in MONOTONE.
