This is new baron of Summer Break Paradise event that was added to the game v15.5. This baron is playable once a day and it has new gimmick called auction. Auction is a budgeted stage that gives you 1M cash in the beginning but can get any cash after and the cats' cost deploy will be increased x2 each respawn.
