Yes, that is Super Saiyan 4 coming to a Dragon Ball anime that is not GT and it is called Super Dragon Ball Heroes. It's a PR anime made to promote the Dragon Ball Heroes arcade game in Japan but everyone would still be able to enjoy this series especially as it even touches upon what happens after the tournament of power with Goku and Vegeta training under Whis again. And we find out that Goku cannot freely use ultra instinct just yet. We get a new side story with characters that you might be familiar with if you played the xenoverse games and dragon ball fans will get to see some fights that we never dreamed of seeing.
