This weekend the Stellaris Development team announced a new system for Utopia's Ascension Perks. Rather than having an instant Perk, where you will receive all the bonuses instantly, this will now swap to a new Tradition based system where you will unlock in a new set of new trees based on the Ascension of your choice.
This is all very much work in progress, final numbers aren't final.
