This is a simple device used in some Chinese vehicle ozone generators.
It uses a technique called dielectric barrier discharge to create a very faint electrical corona on a stainless steel mesh. Ambient air molecules passing through the corona are stripped apart into separate atoms that can recombine in various ways including triatomic oxygen, otherwise known as ozone.

This is similar to the way nature creates ozone in outdoor air.

The ozone molecules are unstable and impart their extra oxygen atom to any surface they can, oxidising it in the process.

Note that while ozone is a trace (but very important) part of natural air, too much is an irritant. A rough rule of thumb is that if you can smell it then there's too much. It has a strong bleach-like smell.

Many high profile vehicle brands have something similar that they use to sterilise their air conditioning ducts and freshen the air in the vehicle.
