This is a method I discovered to easily get a HEAT level of 6 without having to duck and dodge the police trying to get it. You'll need to go to this location on the map and strike a police car to initiate a chase. Take out any police cars in the immediate area and drive up the ramp and make the jump.
Make sure no cops are closely following you during this jump else they too will make the jump. As fast as you can, turn around and park where I parked. If you get too close to the edge, they will magically make the jump, and if you get too far toward the rear of the roof, cops will then take the spiral ramp leading to where you are.
As long as you park where I parked, and the first few cars don't make the jump on their first try, you just have to sit there and wait for your HEAT level to climb to a 6. They will try and try to make the jump, only to smash into the wall of the parking garage.
