I've beaten this game a few times on the Xbox One and yes the game is boring after you beaten it since there's not a lot of content except the Black Market DLC. I downloaded the Wemod program which enables these kinds of cheats and they also provide cheats/trainers for wide variety of other games too!
Recommend using this trainer for NFS Heat for solo play. DO NOT use this online.
Cheats used...
Freeze AI Vehicles - Freezes majority of vehicles including all police vehicles as they get closer to you.
No Vehicle Damage - Enables infinite health for the player's car.
Unlimited Nitro - Infinite Nitro (Only works on nitrous that has one bottle of any size equipped on a car)
Unlimited Money - Enables $1,000,000,000
No Heat - Heat level does not accumulate or increase during police chases at night.
During the main storyline campaign at night especially the two missions where you have to take out Shaw and Lt. Mercer, enabling No Vehicle Damage will cause them to have infinite health so that off and enable Freeze AI Vehicles so you can take them out real quick and easy!
