Nearly 31,000 customers are without power across Texas as Tropical Storm Edouard moves inland, with the outages heavily concentrated in Jefferson County and the Beaumont-Port Arthur area near where the storm made landfall. Houston and the rest of Southeast Texas aren't seeing significant outage issues.
