This is my attempt to work through my thinking on this issue. I am sure that some of my opinions over look some important things and because of that the opinions I express here are not set in stone. I anticipate that many of you will point out things in the comments that I have missed and places where I am wrong. Your comments are therefore part of my process for working through this issue.
