1: Anchauttes - 4 jumps from RQH, which is fairly active and good connections to Horde space, in the active part of the FW warzone, so great if you also want to PVP in active low. Also has other nullsec entrances close by, CR and Syndicate. If you want to stage from highsec I recommend Orvolle or Osmeden.
2: DSS-EZ - 3 jumps from brave staging, pretty central location in Catch to active pockets, and good access to impass, tenerifis, immensea and providence which are good right now. You will have to pay 300m for an Amarr to DSS JF unfortunately, or probe wormholes to bring things in. You can build stuff in LGK if you want, it also has a better market but still relatively terrible. Alternative is Litom but expect to find gatecamps on the way to active areas, Keberz and Agil can be used but you will have to roam through Providence to get to catch since 9KOE is always hellcamped.
I didn't mention this, but if you are not KOS to Providence you can probably stage from 9UY4-H, or providence owned catch and roam towards GE- from that direction too. If you want to PVP in Providence Esa and Assah are also good options.
Black Frog is currently the cheapest JF option at 300m.

Push X are charging 475m, or 555m for a rush contract. Would only recommend using if you want the rush service because it's more expensive.

3. 1DH-SX or PR-8CA - Delve is the most active region in the game right now, if you want lots of action (even if that action is a super being dropped on your T1 frigate) then I recommend this system, you'll need to fly fast high DPS ships, generally destroyer or down, but if you like that style you can have a lot of fun shooting goons.
Badivefi and Sakht are honourable mentions for empire alternatives but kind of suck right now.

Mastokomon - highsec system 3js from P3EN, 5js from M-O, tribute/vale are mostly empty or renters at the moment though aside from gate camps in above mentioned system.
