The public beta of PartyPlanner64 made by the tool name itself was recently released: partyplanner64.github.io/PartyPlanner64
NOTE: This is an early build & therefore may contain bugs. It's a bit limited as of now, but the creator states that more features could be added in the future (e.g. overwrite more in-game boards). From my experience, using Project 64 1.6 does not get past the splash screen even after setting the rom to 8MB. Using Project 64 2.3, however, works very well.
Mario Party's 1-3 are all compatible, but the first game is more optimal. The tool itself is web-based and surprisingly quite easy to use. Unfortunately, Waluigi & Daisy get kicked out when saving a custom board in MP3, but it's no big deal.

This may be the first video of a custom MP3 board on the web. It is a small, simple test map I'm working on. The left side has a shop while the right side has a Boo. Custom icons and backgrounds have not been imported yet which is why everything is blank. Looking forward to what kind of things I can do! :D
