One of the dumbest patches I've ever made lol
ChuchoRyu's moveset is basically a messed up version of Ryu's with some of his own stuff thrown in the mix. He does a fair amount of damage with his combos, with his Level 3 in particular straight deleting healthbars. He also has a weird dash that basically teleports him across the stage allowing for some really crazy mix ups and approaches.
His specials aren't too great unfortunately, most of them lack utility and very unsafe even on hit - in addition to some of them dealing self damage to himself. As a result, he is a bit prone to losing momentum in certain scenarios and getting punished in situations where other characters wouldn't. His reversal options are also not the best, his throw is his best "get-off" me tool meterless; his level 2 can work well, but costs a hefty amount of meter so it's not always available for him.
Despite his shortcomings, ChuchoRyu can manage against most basic fighters.
