I highly recommend Sony Vegas as a non linear editor, the version I use is less than $100

but plan on purchasing it elsewhere to save some cash
For effects it's hard to beat FXHome's programs, I use both EffectsLab Pro and CompositeLab Pro, but you can get VisionLab and have all the benefits of both
