I repaired the float/needle mechanism but I think there is still another problem and it may be in the power valve. All of the fuel is disappearing from the float bowl within a few minutes after the engine is shut off. The initial problem which caused me to start troubleshooting the carburetor was the engine would flood after being shut off and you would have to press the accelerator to the floor to get it to start. I am going to take the carb off the engine and replace the power valve to see if that fixes the problem.
