Have you tried to import Motion Graphic Templates into Premiere Pro just to get a popup saying that you need to install After Effects for your mogrt to work?
I had this problem myself and here are some things I’ve tried that worked for other people.
First, I updated both programs to the same version,
then I deleted cache files in both programs,
I moved the location of the cache file folder,
I closed both programs and restarted the computer,
unfortunately, none of those things worked for me,
but what did work, was a tip I read in an e-book by Jarle Leirpoll that was way easier than I first thought.
So the solution was to open the mogrt project file in After Effects, right click on the composition and click “Composition settings” and under “3D renderer”, change the renderer to “Classic 3D”.
