Motaro is only playable on certain stages by use of a button command entered before the round starts but by using Gameshark to force your player's address to be Motaro you can play as him in arcade mode on all the stages without any problem.My assumption is that because of the N64 version's poor performance they limited him to certain stages as he will cause the game to lag from time to time on stages with more going on.
