More seniors are entering California's homelessness system for the first time, often after decades of steady work and stable housing.

A statewide petition would create a property tax exemption for homeowners 60 and older. San Diego County has piloted a much smaller rental subsidy for seniors at risk of losing housing.

Rishi Kumar is leading the petition. San Diego County Supervisor Joel Anderson helped advance the county pilot. We spoke with both about what's driving this and how each approach is meant to work.
