Moonin v. Tice is a 2017 9th Circuit Court of Appeals case involving gag orders for government employees. Law enforcement is a heavily scrutinized profession. Some times, cop bosses, Sheriffs, or other administration personnel attempt to avoid dealing with negative public perception by simply telling their police officers, deputies, troopers, or other LE personnel to simply shut up.
